D--Intent to Sole Source Supercomputing Data Service

It is the National Energy Technology Laboratory's (NETL) intent to award a contract on a sole source basis to Carnegie Mellon University to purchase ?connectivity, administrative/operation and maintenance support of 1Gbps data service between NETL-Pittsburgh to the Carnegie Mellon University/Pittsburgh Supercomputing Center.? The contract is for service beginning 28 February 2015 for one year with two, one year options. This is considered a sole source under FAR Subpart 6.302-1 to Carnegie Mellon University because the university is the only known vendor in the Pittsburgh area that can provide the fully managed communications service between NETL-Pittsburgh and Three Rivers Optical Exchange. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Challenges must demonstrate the capability to provide all of the listed specifications for the item being requested (maintenance/service agreement). To be considered for evaluation, offerors must quote on all items/services listed in the notice. If no challenges to acquire this item are received by 3:00 PM ET on February 24, 2015, the government reserves the right to execute an award without publishing further notification.
