D -- IT Afloat Operations Support Services

Proposed sole source modification to add the following to Contract #N00033-06-D-6504 with Systems Research and Applications Corporation (SRA), Fairfax, VA. This requirement has been determined to be sole source in order to ensure continuity of operations for the mission critical services provided under this contract. These services shall be required for the duration of the contract which, if all option and award term periods are exercised, could extend through February 2012 (not including FAR 52.217-8). Should it be determined at the end of performance under this contract that a requirement still exists for the provision of these services, it shall be the intention of the Government to conduct a full and open competitive procurement. Increased level of effort is required to provide assistance under Task 7, Communications Security (COMSEC) Management System (CMS) Support. This task includes the requirement to perform the following: Electronic Key Management System (EKMS) Tier Two Operations, EKMS Tier Three Operations, Ship Activation Support, Ship Operation Support, CMS Training, CMS Inspections and CMS Policy/Procedure Drafting. This increased manpower is required in order to meet the requirements set forth in the Naval Communications Security Material System (NCMS) EKMS 1A, dated 23 March 2007. These requirements were not anticipated at the time of contract award in February 2006.
