Full Description

The 409th Contracting Support Brigade, Theater Contracting Center, Kaiserslautern, Germany intends to competitively award a Firm-Fixed-Price contract for the engineering, furnishing, construction, and installation of a turnkey fiber optic backbone network within the Federal Republic of Germany. The backbone will consist of defined segments traversing the Federal Republic of Germany public and private lands with terminating points on selected US military installations from Katterbach to Barton Barracks, Ansbach to Oberdachstetten to Stork Barracks, Illesheim with new fiber from Barton Barracks to Bleidorn and from Barton Barracks to Bleidorn. Each segment and termination will be constructed with the most recent Outside Plant (OSP) and Fiber Optic Cable (FOC) materials and practices in an effort to achieve maximum bandwidth and infrastructure life. The contractor shall provide all personnel, equipment, tools, materials, supervision and all other components necessary to Engineer, Furnish, Install and Test (EFI&T) the fiber optic link. Contract is expected to have a period of performance of 8 months after date of award. Complete details will be given in the Statement of Work of Request for Quote (RFQ) W912CM-11-T-0176 to be released on or about 2 Aug 2011. This acquisition is being procured on a full and open competition basis using Federal Acquisition Regulation Part 12 and Part 13.5. The Department of Defense requires all contractors to register in the Central Contractor Registration (CCR) database to receive any contract award or payment. The CCR website is: http://www.ccr.gov. In accordance with FAR 4.1201, prospective contractors shall complete electronic annual representation and certification via the Online Representations and Certifications Application (ORCA) at: http://orca.bpn.gov in conjunction with required registration in the CCR database.
