D--LCS DATABASE SYSTEM DEVELOPMENT

The 411th Contracting Support Brigade in Korea is conducting a market survey through a Sources Sought Synopsis to identify qualified local Korean businesses capable of developing and maintaining a web-based Logistics Cost Sharing (LCS) database system for the U.S. Forces Korea’s International Programs Division, J4. This effort will replace or upgrade existing Access and Excel based tracking tools to a user-friendly, web-enabled database. The anticipated contract includes design, development, testing, data conversion, implementation, training, documentation, and a three-year maintenance period following an initial seven-month development phase. The contractor must provide all necessary resources and skilled personnel, including a bilingual Project Manager fluent in English to coordinate weekly meetings. Responses should include company information, employee qualifications, English proficiency, relevant past performance, and teaming arrangements if applicable. Only Korean local businesses can respond, and this announcement does not constitute a solicitation or contract award but rather a preliminary information-gathering step. A formal solicitation may be issued following this synopsis, with responses due by July 25, 2011.
