NASA Langley Research Center intends to renew licenses for LS-DYNA software, a specialized tool developed by Livermore Software Technology Corp. This software is critical for developing impact landing loads and is the only product compatible with NASA's previous analyses. Due to the substantial time and resources required to transition to a different system, the agency is pursuing this as a sole-source acquisition of a commercial item under FAR Part 12. The procurement process allows interested organizations to submit their capabilities and qualifications to the designated point of contact by May 22, 2012, to determine if the effort should be conducted on a competitive basis. This award notice, identified by solicitation number NNL12436083Q and NAICS code 541511, specifies that the government maintains sole discretion over the competition determination and that NASA Clause 1852.215-84 regarding the Ombudsman is applicable.

Full Description

NASA/LARC has a requirement for LS-DYNA Software Licenses Renewal. NASA/LARC intends to purchase the items from Livermore Software Technology Corp (LSTC). The LS-DYNA software was developed by LSTC and NASA has used the LSTC LS-DYNA code for approximately 11 years. LS-DYNA is the only software that includes all the tools necessary to develop impact landing loads and is the only product that is compatible with the analyses which were previously performed by NASA. It would take substantial duplication of resources and time for another source to provide a similar product, and this additional expense is not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on 05/22/2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html .
