NASA GSFC has a requirement for software license renewals.Description of Deliverables:Item 1) Swing-By Calculator (SBC) Software License Item 2) Lunar Transfer Orbit Calculator (LTOC) Software LicenseDelivery Schedule: Upon receipt of Purchase Order.NASA's GSFC intends to purchase 1-year software license renewals from JAQAR SpaceEngineering. The software provides the capability to perform preliminary analysis for awide range of lunar and interplanetary trajectories, and aid in selection of suitablecandidate trajectories for more intensive analysis. The only other analysis tool offeredcommercially that offers similar capabilities for interplanetary MAnE is currently inGSFC's analysis tool inventory, but it lacks one unique feature provided by LTOC and SBC.The unique feature of these tools is that they can construct files that can be used asdirect input to the Satellite Took Kit/Astrogator Module from Analytical Graphics, Inc.(AGI), which is currently used to perform the detailed analysis of these trajectories.The authority is FAR 13.106, for the acquisition of supplies and services determined tobe reasonable available from one source.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact no later than 4:00PM EST on August 5, 2009. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the Government.
