The Bureau of Reclamation, Mid-Pacific Region, plans to award a sole source contract to the California Urban Water Conservation Council (CUWCC) for the operations and maintenance of the Best Management Practice (BMP) reporting database. This contract covers one base year with the option for four additional years, and is conducted under the authority of FAR 13.106-1(b)(1), which allows solicitation from a single source. The BMP database stems from a 1991 memorandum of understanding involving federal and state water agencies and environmental groups, designed to track water usage and support conservation strategies. A sole source justification has been prepared to support this decision. Potential competitors who believe they can provide the required services are invited to submit written notifications to the Contracting Officer within five calendar days, accompanied by detailed supporting evidence, including their Dun and Bradstreet number, Tax Identification Number, business size classification, and other relevant details. The agency will consider all responses but retains the discretion to proceed without competition based on the information received. This announcement may be the only official solicitation notice, and questions should be directed to the designated government contact. The contract supports NAICS Code 518210, with a small business size standard of $32.5 million. The contracting office is located at the Denver Federal Center under the Department of the Interior.
