The U.S. Environmental Protection Agency’s Ecosystems Research Division plans to award a sole source fixed-price purchase order to Dr. Mark Bakker of Athens, Georgia, under simplified acquisition procedures. The contract aims to enhance the open source Tim ML multi-layer analytic element solver, which is a specialized computer program used for modeling steady-state multi-aquifer flow through Python scripts and FORTRAN extensions. Specifically, the work involves developing a prototype user interface and incorporating polygon inhomogeneities into the software. Dr. Bakker, as the original developer and rights holder of Tim ML, is uniquely qualified to fulfill this requirement, warranting the sole source award under FAR Part 6.302-1. Although no formal solicitation or request for quotes is issued, other firms believing they can meet the EPA’s needs may submit written responses within 15 calendar days of the announcement. However, the government retains sole discretion regarding whether to compete the purchase order based on any responses received. The procurement is categorized under NAICS code 541511, indicating professional, scientific, and technical services. For inquiries, interested parties are directed to contact Rick Pittman via email. The contract’s focus is centered on advancing the Tim ML software’s capabilities to support environmental and groundwater modeling efforts.

Full Description

The U.S. Environmental Protection Agency (US EPA) Ecosystems Research Division (ERD) intends to award a sole source fixed-price purchase order using Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures, to Mark Bakker, Ph.D., of Athens, GA, under the authority of FAR Part 6.302-1. The purpose of the acquisition is to extend the capabilities of the open source multi-layer analytic element solver Tim ML, specifically in the development of a prototype user interface, and in the development of polygon inhomogeneities. Tim ML is a computer program for the modeling of steady-state multi-aquifer flow with analytic elements and consists of a library of Python scripts and FORTRAN extensions. The NAICS code for this procurement is 541511. It has been determined that because Dr. Bakker developed the ground water flow model Tim ML, and owns the rights to the software, he is the only source uniquely qualified to meet this requirement. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm who believes it is capable of meeting EPA's requirement as stated herein may submit a response, which is received within 15 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon the responses to this notice is solely within the discretion of the Government. All questions should be directed to Rick Pittman via email at contact@example.gov.
