Solicitation 2005-N-02094 is a total small business set-aside for professional services to continue the development, implementation, and maintenance of the Q-Bank interagency metadata database of federally tested survey questions. The project focuses on GUI modifications based on user feedback, database upgrades, user training, and general system and web maintenance. The technical environment utilizes Visual Studio and SQL Server. Due to the specialized nature of the work, the government requires a contractor with pre-existing, demonstrated knowledge of the Q-Bank application and the specific survey analysis terminology and operating procedures of the Office of Research Methodology, as training new personnel is considered cost and time prohibitive. The contract is structured into two phases: Phase I covers development and testing to be completed by December 31, 2005, and Phase II focuses on system management and technical support, including the provision of a Database Administrator. Project management, database, and application development resources may be required on-site for an undetermined period. This is a firm-fixed-price procurement with a strict response deadline of July 11, 2005. No security clearances are required for this effort.
