The NATO Consultation, Command and Control Agency (NC3A) plans to conduct an international competitive bidding process for the provision of Communications and Information Systems (CIS) Management and Control Tools to enhance the Joint CIS Control Center (JCCC) at the International Security Assistance Force Headquarters in Kabul, Afghanistan. This project, part of the NATO Security Investment Program and authorized by the NATO Infrastructure Committee, aims to equip the JCCC with advanced system and service-level CIS control and management capabilities to enable remote management and control of communications systems, networks, and software applications in the operational theater. With an estimated budget of 2.9 million euros (approximately $4.3 million), the contract requires contractors to maintain NATO SECRET-level security clearances for personnel and facilities, with the Defense Industrial Security Clearance Office responsible for certifying appropriate clearances. Qualified firms seeking to participate must first obtain approval for NATO International Competitive Bidding (ICB) through the U.S. Department of Commerce if their facilities are located in the United States. Once approved, firms must request a Declaration of Eligibility (DOE) for this specific project, which will then be forwarded to the U.S. Mission to NATO to secure nomination to the official bidder’s list. NC3A will invite nominated firms to bid upon issuance of the Invitation for Bid (IFB) under reference IFB-CO-12445-OPL, with bidding documents expected to be classified NATO RESTRICTED. Key deadlines include submitting the DOE by November 19, 2007, IFB issuance anticipated in December 2007, bid submission closing on January 31, 2008, and contract award expected in February 2008. The procurement will be conducted following the Alliance Operations and Missions ICB procedure to ensure the JCCC becomes fully operational with an integrated suite of CIS tools.
