The NATO Consultation, Command and Control Agency (NC3A) is conducting a survey to identify software tools that support the Collection Coordination Intelligence Requirements Management (CCIRM) process, which is integral to Joint Intelligence, Surveillance, and Reconnaissance operations. This process enables commanders to communicate their priority intelligence requirements effectively and ensures optimal use of available sensors to meet intelligence collection needs in a timely and cost-effective manner. Given the complex and evolving nature of the CCIRM process, software tools play a critical role in managing the large volume of inputs and frequent updates. NC3A is seeking information from qualified firms, specifically U.S. companies, about existing or developing CCIRM tools, including details such as the tool’s name, functional description, hardware requirements, documentation on capabilities, export and intellectual property considerations, delivery timeline, and cost estimates. U.S. firms interested in participating are requested to submit their information by September 25, 2007, to the Department of Commerce, which will then forward the details to NC3A. The information sought at this stage should resemble the type typically found in promotional materials or press releases. Based on the responses, NC3A may follow up with requests for more detailed data. The survey aims to create a shortlist of suitable software tools that could be used in current NATO operations, enhancing the effectiveness and interoperability of intelligence collection coordination. Point of contact information is provided for firms needing further clarification or wishing to submit their details.

Full Description

The NATO Consultation, Command and Control Agency (NC3A) is performing a survey of tools that support the Collection Coordination Intelligence Requirements Management (CCIRM) Process. All qualified firms are invited to participate in this survey. The CCIRM process is applied in Joint Intelligence, Surveillance and Reconnaissance. It is designed to provide a timely flow of intelligence to supported and supporting commanders. The CCIRM process provides a dedicated management structure through which the commander?s priority intelligence requirements (PIR) are expressed. The CCIRM process facilitates the most economic use of available sensors in order to ensure the timely satisfaction of the intelligence surveillance and reconnaissance collection requirements. The process requires large amounts of input from various sources and undergoes frequent changes and updates. As such, the CCIRM process is most efficiently conducted when supported by a software tool. CCIRM tools have been used and demonstrated during exercises under the auspices of the Multi-Sensor Aerospace/Ground Joint ISR Interoperability Coalition (MAJIIC). The aim of this survey is to identify available CCIRM tools. NC3A will create a short list of suitable candidates that could be used in current NATO operations. To support the survey, U.S. firms are requested to provide information regarding CCIRM tools that they may have developed or are developing. At this stage, NC3A is seeking information of the type normally used in advertising or in a press release. As the information is received and analyzed, NC3A may follow up by requesting more detailed information from a particular firm. The information required for the survey should include the following: - The CCIRM tool name - A brief functional description - Hardware requirements - High-level documentation on capability - Availability for use in NATO operations (export/technology controls, IPR restrictions, etc.) - An approximate delivery schedule (When could the CCIRM tool be made available?) - An estimate of costs (ROM), such as purchasing and maintenance of licenses No later than 25 September 2007, U.S. firms should submit their information to the Department of Commerce, which will forward the information to NC3A. U.S. firms should send their information to the following Department of Commerce address: contact@example.gov
