Full Description

NASA/GSFC/Wallops Flight Facility has a requirement for a NetAcquire Data Distribution System (DDS) modification to provide highly efficient communication between the existing NetAcquire front end processor and the Advanced Mission Graphics (AMG) components. The upgrade, which is proprietary to NetAcquire, will port the DDS middleware to the NetAcquire software environment. This port will provide Data Flow publishers and subscribers for NASA Wallops topics, documentation, quality assurance, and configuration management. Example data flows, support for integration with AMG system, and all future sustainment effort associated with continuing to support DDS in later/newer versions of the NetAcquire software is included. This will provide front-end functionality for the Advanced Mission Graphics system processing and converting real-time telemetry in the Range Control Center. Use of any other system would not be compatible with the existing processor; which would result in duplication of cost for the Government. NASA/GSFC/Wallops Flight Facility intends to purchase the items from NetAcquire Corporation in accordance with 6.302-1(a)(1) 10 U.S.C.2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 11, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
