The Army Contracting Command-Redstone Arsenal plans to modify the existing cost-plus-fixed-fee contract with Exelis Inc., which supports the Wideband Satellite Communications Operations and Technical Support (WSOTS) program. This modification will increase the contract ceiling by $27.5 million, raising it from $127 million to $154.5 million, without altering the contract's period of performance. The increase is necessary because the current ceiling for system adaptation work in option period three has been reached, and additional system adaptation efforts are anticipated over the next two years, covering option periods three and four. This is a sole source action authorized under FAR 6.302-1, meaning only Exelis Inc. is deemed capable of satisfying the agency’s requirements. Although this notice is not a solicitation for competitive proposals, interested parties may submit written qualifications by a specified deadline via email for informational purposes only. The government does not intend to reimburse any submission costs and retains sole discretion on whether to proceed without competition. The contract pertains to sustainment and adaptation services for satellite communications and is managed by the Department of Defense from Redstone Arsenal, Alabama.
