The U.S. Geological Survey's Astrogeology Team in Flagstaff, AZ seeks to develop specialized software to enhance the visualization of position improvements for the Moon Mineralogy Mapper (M3) spacecraft and to create metrics for validating these results. This effort is part of a broader initiative to finalize and publicly release geometrically improved M3 data, which requires updated processing of spacecraft position and viewing geometry. The work supports NASA and builds upon a multi-year processing effort. The contract is planned as a firm fixed price award and will be conducted under NAICS code 541511, with a size standard of $27.5 million. The government intends to award this contract noncompetitively to Applied Coherent Technology Corporation (ACT) of Herndon, VA, the sole vendor capable of performing this work due to their primary role in the original M3 mission and their proprietary software rights. ACT was the original deliverer of the mission’s final data products and remains uniquely qualified for the processing and validation tasks. The notice clarifies that this is not a request for quotations nor a solicitation for paid information. Any responses or inquiries must be submitted electronically by a specified deadline, after which the government holds sole discretion over whether to proceed with the sole source award.

Full Description

Notice of Intent to Sole Source The U.S. Geological Survey, Astrogeology Team, Flagstaff, AZ has a requirement to develop software for visualizing model-depending improvements in M3 spacecraft position and develop metrics for assessing validity of results. Astrogeology is working to complete delivery of geometrically improved Moon Mineralogy Mapper data following a multi-year processing effort. To continue to support NASA, this dataset needs additional processing to update the position and viewing geometry prior to public release. The North American Industry Classification (NAICS) Code is 541511. The size standard is $27.5 million dollars. The USGS intends to make a non-competitive award to Applied Coherent Technology Corporation (ACT), Herndon, VA. The Government intends to award this requirement noncompetitively in accordance with FAR 13.106-1(b) (1). ACT is the sole source for this work because they had a primary role in the NASA Moon Mineralogy Mapper (M3) mission and was an original deliverer of final data products for that mission to the public. Dating from that effort, ACT maintains proprietary software rights and is the only vendor capable of performing the final processing and validation of the M3 data. The anticipated contract will be firm fixed price. This is not a request for quotation, and the Government does not intend to pay for information received. A determination by the Government not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Respondents will not be notified of the results of any Government evaluation of the information received. All questions and submissions in response to this notice must be submitted electronically via email to Cheryl Ciccarelli contact@example.gov by 5:00 PM ET on August 6, 2018.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
