D -- OPERATION AND MAINTENANCE (O&M) OF THE COMMON MAPPING PRODUCTION SYSTEM (CMPS)

The National Geospatial-Intelligence Agency (NGA) intends to award a sole source, follow-on contract to BAE SYSTEMS Information and Electronic Systems Integration Inc. of Nashua, NH, under the authority of 10 USC 2304(c)(1). The contract will include a base year and four option years, and will provide for full operations and maintenance (O&M) support of NGA's Common Mapping Production System (CMPS), Development Test Facility (DTF) and related efforts. CMPS is a critical system that provides ARC Digitized Raster Graphics (ADRG), Compressed ARC Digitized Raster Graphics (CADRG) and Digital Chart Update Manual (DCHUM) to NGA and its customers. BAE, the CMPS engineering and development contractor, possesses detailed knowledge of the workings and structure of CMPS software and the unique aspects of the commercial-off-the-shelf/government-furnished software (COTS/GFS) interfaces, wrote over 425,000 lines of custom code, and provided O&M support since CMPS deployment; accordingly, only BAE possesses the unique capabilities required for CMPS O&M support. THIS SYNOPSIS IS INTENDED FOR THE PURPOSE OF ADVISING INDUSTRY OF SUBCONTRACTING OPPORTUNITIES AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Vendors who believe that they can perform the required services are encouraged to identify themselves by faxing supporting evidence (e.g., qualification statements and capability descriptions) to Merilee Rahe-Stoline at 301.227.6352 within fifteen (15) days of the publication date of this notice (submittals must include vendor's business name, point of contract, mailing address, and telephone number with area code). Only written responses will be considered. The Government will give full consideration to all written responses; however, the Government may, at its sole discretion and based upon the information received, determine not to open this requirement to competition.
