The Social Security Administration conducted a Competitive Sourcing Study under OMB Circular A-76 to evaluate the performance and sourcing options for the development and maintenance of electronic forms. The study focused on converting approximately 300 existing electronic forms into a new format, creating a Form Portal for managing form templates and instances, and developing a Form Server along with several associated features. This streamlined competition began on January 17, 2006, and was conducted by the Office of Disability Systems located in Baltimore, Maryland, with ten full-time government employees currently performing the tasks. Following the review, the performance decision determined that the low-cost provider would be sourced from the private sector, with the certification completed on February 2, 2006. The incumbent workforce consists of government personnel, but the administration opted to outsource the work through this study. The Contracting Officer overseeing the process is Jacqueline Lessig, and questions regarding the matter were directed exclusively via email to her. This announcement formalizes the public notification of the study’s outcome but does not serve as a solicitation.
