The Centers for Disease Control and Prevention (CDC) plans to award a sole source purchase order to Diagnosis One, Inc. for the acquisition of two licenses of the D1.Extend software, along with the associated source codes to enable modifications ensuring compatibility with existing public health surveillance technologies currently employed in Pakistan. This software is designed to support public health authorities, particularly in resource-limited settings. Additionally, the contract includes collaborating with the Pakistani Ministry of Health to assess and establish the country's specific public health surveillance system requirements, and to identify further software customization needs, such as disease data collection at different administrative levels and data flow protocols from local to national authorities. Diagnosis One has been selected as the sole vendor because they own the proprietary D1.Extend software and maintain an established partnership with Pakistan's Ministry of Health, which positions them uniquely to fulfill this contract. Entities interested in providing similar services were invited to submit capability statements by March 24, 2006, for the CDC to evaluate whether competitive procurement should be pursued. The contract falls under NAICS Code 541511 with a size standard of $23 million, and submissions were required to be sent via email or mail to the CDC’s Procurement and Grants Office. The decision on whether to proceed with a competitive process remains at the discretion of the CDC.

The Centers for Disease Control and Prevention (CDC) intends to award, on a sole source basis, a purchase order to Diagnosis One, Inc., located at 61 Spit Brook, Nashua, NH 03060-5614 to (1) purchase two licenses of the D1.Extend software (a software tool designed to support the public health surveillance system needs of public health authorities in resource poor environments) and the codes to easily modify and adapt the software to be compatible with currently used in-country technology supporting public health surveillance; (2) in coordination with the Pakistani Ministry of Health, initiate and determine the public health surveillance system requirements of the country; and (3) define additional modification requirements for the development of the public health surveillance system in Pakistan, such as the capture of disease data at the local vs. national levels and the flow of disease data from the local level to the national level. CDC has determined Diagnosis One to be the only vendor capable of providing these services since they own the D1.Extend software tool and have an established relationship with the Pakistan Ministry of Health. Interested parties who believe they possess the capabilities to provide the services described above should provide a capabilities statement demonstrating their qualifications, experience, and ability to provide the Government's requirements no later than 10:00AM EST on March 24, 2006. The North American Industry Classification (NAICS) Code is 541511, and the size standard is $23.0 million for this requirement. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
