D--SAS Technical Support and Maintenance

The Army Contracting Command, National Capital Region (ACC-NCR) intends to award a sole-source contract to Executive Information Systems, LLC (EIS), 6901 Rockledge Drive, Suite 600, Bethesda, MD 20827-0076 via General Services Administration (GSA) Schedule GS-35F-0170K for technical support, maintenance, and software upgrades for SAS on the two OIG platforms (10 desktop/notebook installations and a server-based installation that includes advanced predictive analysis and text analysis software products). In accordance with 41 U.S.C. 251 et seq and Title 40 U.S.C. 501, Services for Executive Agencies, FAR 8.405-6(a)(1)(i)(b); DFARS 208.405-70(b)(2); FAR 16.505(b)(2)(i)(B): Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Based on extensive research, it has been determined that Executive Information Systems, LLC (EIS), General Services Administration (GSA) Schedule GS-35F-0170K awardee, is the only GSA Schedule holder capable of providing the services required for the DoDIG at the level of quality required because the services are unique or highly specialized. The SAS platforms are proprietary to SAS. In order to provide the required maintenance, technical support, and software upgrades, the awardee must have a formal relationship with SAS. EIS is the designated contractor for SAS customers in the public sector and holds a GSA Schedule to fulfill the Government's requirements.
