The U.S. Geological Survey is seeking professional software development services to enhance Quick Event Detection software for the Android platform. This technology leverages smartphone accelerometers and accessory GNSS chips to provide real-time earthquake and tsunami early warning metrics, specifically targeting high-risk populations in developing regions such as South and Central America where traditional systems are cost-prohibitive. This is a single-award, indefinite-delivery, indefinite-quantity contract with a five-year ordering period and a ceiling of 1 million dollars. The action is set aside for small business concerns under NAICS code 541511. Work will be executed through individual task orders, primarily as firm-fixed-price agreements with objective deliverables, though labor-hour tasks may be utilized for less defined development needs.

SOFTWARE DEVELOPMENT SERVICES - QUICK EVENT DETECTION The U.S. Geological Survey requires professional software development services to enhance smartphone based, Android platform earthquake early warning (EEW) and tsunami early warning (TEW) software referred to as "quick event detection," or "QED." The QED software utilizes the built-in accelerometers and communication capability of smartphones, in conjunction with an accessory GNSS chip. The two sensors provide complementary earthquake shaking and ground displacement information that can be combined into real-time EEW and TEW metrics. Much of the global population exposed to high earthquake and tsunami risk does not benefit from EEW/TEW systems due to the high cost of such systems. This problem is particularly acute in South and Central America. Expansion of smartphone-based QED has the potential to bring basic EEW/TEW to millions of people in developing countries. The proposed contract is a single-award, indefinite-delivery, indefinite-quantity (IDIQ) contract with an ordering period of five (5) years and an ordering ceiling not-to-exceed $1M. We intend to utilize the procedures of Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, in conjunction with the procedures of FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items, as software development is a commercial service. Orders will be placed for specific development tasks as the software matures and funding becomes available. Individual task orders will be firm-fixed-price with objective deliverables whenever possible; however, from time-to-time labor hours tasks may be agreed-upon for more nebulous development work. The statement of work will be published with the Request for Quotations (RFQ), which we tentatively expect to be available approximately the week of 06/10/2019. The applicable product/service code is D308, "IT and Telecom - Programming." The applicable NAICS code is 541511, "Custom Computer Programming Services," size standard $27.5M. This action is set aside for small business concerns and there is no incumbent contractor, however the QED program as it exists today was developed in conjunction with GISmatters, based in Amherst, MA. Prospective contractors do not need to respond to this presolicitation notice. Questions or concerns should be submitted to the Contracting Officer, Jeff Caravelli, +1 (555) 000-0000 or contact@example.gov. END

Solicitation # 140G0126Q0288
Request for Quote 140G0126Q0288 is a total small business set-aside issued by the Department of the Interior, USGS/EROS Science Center in Sioux Falls, South Dakota. The project requires a professional firm to remove and replace chilled water, condenser water, and heating water piping serving the 1996 building addition. Key technical requirements include installing a new condenser water network with pumps and VFDs, sizing the chilled water system to support two 1996 York chillers at a maximum capacity of approximately 600 tons, and replacing pneumatic controls in the penthouse with multi-position electric actuators. The contractor must execute the work in phases to ensure that facility offices and computer rooms remain fully operational, and weekend work is prohibited. The contract will be awarded based on the Lowest Price Technically Acceptable (LPTA) process, evaluating firm-fixed-price offers for technical acceptability and past performance. The period of performance is scheduled from November 4, 2026, to July 31, 2027, with work expected to be completed within 180 calendar days of award. Compliance with the Davis-Bacon Act for wage determinations and the Buy American Requirement for construction materials is mandatory. Required submissions include a technical approach for phased construction, a completed SF 1442, a detailed bid schedule, and a bid guarantee via SF 24. Final payment is contingent upon the submission of a Release of Claims via Form DI-137.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
