The United States Army Medical Research Acquisition Activity (USAMRAA), representing the U.S. Army Institute of Surgical Research (USAISR), is seeking to secure annual licenses, data reconciliation, and training services for the Department of Defense Trauma Registry (DoDTR). This proprietary software is crucial for collecting and analyzing combat casualty trauma data, currently utilized in active military theaters such as Iraq and Afghanistan, various Military Treatment Facilities worldwide, and at USAISR. Due to the proprietary nature of the DoDTR software, USAMRAA intends to pursue a sole source contract with Digital Innovation, Inc., the exclusive provider of the required software licenses and associated services. This notice of intent is issued solely for informational purposes and does not request competitive quotes or a solicitation document. The government invites any interested firms that believe they can fulfill the requirement within the specified timeframe to submit a written notification within 15 calendar days from the date of the notice’s publication. Submissions must provide compelling evidence demonstrating their capability to meet the needs outlined. Responses will be evaluated by the government, but the decision to proceed with a sole source contract remains at the government’s discretion. If no viable alternative providers come forward or if it’s deemed most advantageous, USAMRAA will award a sole source acquisition to Digital Innovation, Inc. The contracting office managing this procurement is located in Frederick, Maryland, and further information can be obtained through the designated point of contact, Mr. Terry Bice.

Full Description

The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the U.S. Army Institute of Surgical Research (USAISR), has a requirement for annual licenses, data reconciliation, and training for the Department of Defense Trauma Registry (DoDTR). The DoDTR is currently being used in Iraq, Afghanistan, Military Treatment Facilities (MTFs) world-wide, and at the USAISR to collect and analyze combat casualty trauma data. USAMRAA intends to negotiate a sole source contract with Digital Innovation, Inc. pursuant to FAR 6.302-1(a)(2)(iii) given the fact that DoDTR is proprietary software, thus Digital Innovation, Inc. is the only source for the software licenses and services required. This notice of intent is not a request for competitive quotes. No solicitation document will be issued . This notice is for information purposes only. Any firm that believes it can meet the stated requirement within the established timeframe is invited to submit written notification within fifteen (15) calendar days of the date of publication of this notice. Responses must be supported by clear and convincing evidence in sufficient detail to demonstrate the ability to meet the stated requirement within the established timeframe. A request for documentation will not be considered as an affirmative response. No telephone requests will be accepted. Responses to this notice shall be sent to contact@example.gov . Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received within 15 days of the publication of this notice to the effect that comparable services are available, and/or it is determined to be more advantageous to the Government to obtain these services through a sole-source contract, then a sole source acquisition award will be made.
