The VA Medical Center, Bay Pines intends to negotiate a sole source, firm fixed price contract to provide a single source procurement with OthoView LLC for Orthopedic software, licenses and installation.. OthoView LLC. is the only source that can provide the software capabilities that are detailed in sole source attachment #3. Furthermore, VISN 8 is requiring all facilities to standardize on this software for use in all surgical services throughout the VISN. This product will provide a standardized planning system across VISN 8 for all orthopedic joint replacements or repairs. The software is currently in use at over 40 VA facilities throughout the country. While there are other software vendors who can provide some of the requirements in the attachment, no one other than Orthoview can provide all of the requirements listed. This procurement is being conducted under statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements". To the best of our knowledge, OthoView LLC is the only company who can provide these services. This notice is not a request for competitive proposals; however any firm that believes it can meet the requirements may give written notification to the Contraction Specialist by 2:00 pm, EST, 07/31/2013. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information can be mailed or hand delivered to the Contracting Officer. Electronic responses will not be accepted. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the VA will proceed with the sole source negotiation with OthoView LLC. All inquiries must be submitted by email to James W.
