These services are crucial for the U.S. Strategic Command (USSTRATCOM) to access timely congressional issues, testimonies, and news. The procurement will be conducted by the 55th Contracting Squadron without full and open competition under federal guidelines, citing that Congressional Quarterly is the sole responsible source capable of meeting the agency's specific requirements due to their proprietary rights. This notice serves as an official announcement of intent rather than a solicitation for competitive proposals. Interested parties were invited to direct questions to the designated contract specialists at Offutt Air Force Base by a specified deadline in May 2007. The arrangement is managed under the Department of Defense and emphasizes the unique nature of the subscription service essential to USSTRATCOM operations.
