The Centers for Medicare and Medicaid Services (CMS) plans to procure various Siebel software products and maintenance services on a sole source basis to support its Next Generation Desktop (NGD) and Virtual Call Center Strategy initiatives. This procurement includes Siebel 7 eHealthcare, Siebel Analytics, Siebel Web Services, and Siebel Answers 7. CMS previously conducted an open competition that led to the development of the NGD application on the Siebel platform, a decision further validated by an independent review of alternative software solutions. Because the foundational application has been built on the Siebel Service eHealthcare platform, CMS finds it necessary to acquire Siebel licenses solely from Siebel Systems, Inc. to ensure the effective rollout and support of the NGD desktop. This notice serves as an announcement of CMS’s intent to award a contract with Siebel Systems, Inc., and is not a request for proposal. Interested parties have 15 calendar days from the publication date to submit inquiries regarding this sole source procurement. Points of contact for this acquisition include Mark M. Smolenski, Contract Specialist, and Mary M. Jones, Contracting Officer, who can be reached via email and phone as provided. The contract is categorized under NAICS code 541611, relating to administrative management and general management consulting services.

This synopsis is a Notice of Intent to place a contract with Siebel Systems, Inc, for the above software and should not be considered a request for proposals. All inquiries concerning this sole source procurement must be received within 15 calendar days of the publication of this notice.
