AI Contract Overview
The U.S. Fish and Wildlife Service is seeking input from industry to assess the availability of a secure, FedRAMP Moderate authorized Software-as-a-Service platform to manage recreational permitting and transaction systems across national wildlife refuges. The platform must handle between 40,000 and 80,000 annual transactions, support up to 60 public sites with optional functionality for an additional 35, and fully comply with federal security standards including FISMA, NIST SP 800-53r5, and OMB guidance for phishing-resistant multi-factor authentication and .gov domain usage. Key capabilities include real-time reporting, prevention of duplicate applications, pay.gov integration, GIS mapping using federal datasets, mobile-responsive interfaces, role-based dashboards, and workflows for applications, reservations, lotteries, and permit issuance. The system must also support digital permits with QR codes, configurable inventory quotas, and optional features such as preference points, harvest reporting, and regulation certification. Vendors are required to submit detailed capability statements demonstrating their ability to meet all technical, security, and operational requirements, including evidence of current FedRAMP Moderate authorization or a clear path to achieving it within a reasonable timeline. Responses must include company information, experience with similar federal systems, customer support capabilities, details on optional add-ons, and a rough order of magnitude pricing structure covering per-transaction fees, onboarding costs, and feature-specific pricing. The platform must guarantee 99 percent uptime, offer 24/7 operations, provide external user support during business hours and weekends, and include annual reporting and backup services. Submissions are due by May 15, 2026, via email to the designated point of contact, with a recommended limit of ten pages. This notice is strictly for market research and does not constitute a solicitation, commitment, or obligation to award a contract; no reimbursement will be provided for response costs, and vendors must clearly mark any proprietary information.
