Notice of Intent to Sole Source Award

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. U.S. Fish and Wildlife Service, Division of Refuge Law Enforcement in Bloomington, MN intends to award a firm fixed price sole source contract under the authority of (FAR) Part 13.106-1(b) for purchases not exceeding the simplified acquisition threshold of $250,000:

The ISP DOIT will provide the U.S. Fish and Wildlife Service (USFWS) 24-hour voice message handling on radio frequencies licensed to the ISP. Dispatching services will allow local and state law enforcement agencies the ability to better track patrol operations and movements of USFWS officers, respond more quickly and efficiently to provide assistance to USFWS officers, and as needed dispatch USFWS officers to emergent law enforcement incidents on and near wildlife refuges. Dispatching services will include dispatching calls for service, coordination of emergency and non-emergency incidents, and voice communications necessary to maintain the current status of USFWS law enforcement officers while they are on patrols and responding to incidents. This service will be provided 24 hours per day, seven days per week.

Period of Performance: The period of performance for this request will be 09/01/26-08/31/27.

This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government.
