D--TAAMS Sole Source IDIQ

The Bureau of Indian Affairs, on behalf of the Office of Trust Services, intends to award a sole source Indefinite Delivery, Indefinite Quantity (IDIQ) contract to CGI Federal, Inc. for the licensing and software maintenance of the Trust Asset and Accounting Management System (TAAMS). This action is taken under the authority of 10 U.S.C.2304(c)(1) and FAR 6.103-1, as the government has determined that only one responsible source can satisfy the agency requirements. The anticipated period of performance is five years, aimed at providing continued legacy system support while separate modernization efforts proceed. The scope of work includes database management and development, software delivery services, training, interface support, and the update of security measures. Specifically, the contractor will maintain core functionalities such as Title, Leasing, Indian Land Consolidation Act (ILCA), Imaging, Invoicing and Distribution, oil and gas royalty distribution, and Land Buy Back. While this is not a request for competitive proposals, the government will consider alternative non-developmental solutions provided they include technical capabilities and pricing and are capable of full implementation by October 31, 2026. The contract is managed by Contracting Officer Jeffrey Pearson and Contract Specialist Jeff Shaffer.
