The Government intends to enter into sole source negotiations with VLogic Systems, Inc., previously known as Indus Systems, to provide annual maintenance and licensing support for the iDrawings® application at the VA Sierra Nevada Health Care System. This software is essential for generating accurate reports on resource usage and facilitating rapid responses to maintenance issues, space and energy planning, and security arrangements. Currently, the software is hosted on Indus servers, with access provided to VASNHCS users via the Internet under license from Indus Systems. The contract will also cover the updating and maintenance of all related drawings and space databases. The decision to pursue a sole source procurement is based on the determination that VLogic Systems is uniquely positioned to meet the Government's minimum needs, as outlined under U.S.C. 253(c)(1) and FAR 6.302-1. Interested service providers must demonstrate the capability to maintain, service, and license the iDrawings® software, with a required minimum experience of five years providing these services. Due to the critical nature of the system, the contractor must have a field service representative trained specifically on the relevant equipment models and able to respond within 48 hours. Proof of appropriate training and certifications for these field service personnel is mandatory for consideration. While this notice is not a solicitation for competitive proposals, responses indicating interest and capability must be submitted by July 10, 2019, to be considered for potential competition. The Government reserves the right to proceed without competition based on the responses received.

This system supports the generation of accurate reports on resource usage, rapid response to maintenance problems, re-configuration requirements, space planning, energy planning, and security planning. Indus Systems grants the license to users to access the system. This task will also involve updating and maintaining all applicable drawings and space databases. The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source. This announcement is for services for which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. Other persons may identify their interest and capability by responding to this requirement by July 10, 2019, 2:00 PM Pacific Standard Time. This notice of intent is not a request for competitive proposals. However, all interest received on or before July 10, 2019, 2:00 PM Pacific Standard Time will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation document is available. Service providers must have the ability to maintain, service and license the above listed items. Service providers must demonstrate they have provided these services for iDrawings for a minimum of 5 years. Due to the criticality of these systems, service providers must have a field service representative who has received maintenance training specific to the models listed above and provide a 48-hour response time. Interested service providers must provide evidence of appropriate training/certifications for field service representatives providing services for the equipment listed above. Failure to provide this information will be considered non-responsive and will not be considered a viable source.
