D2HVAC28SB Preventative maintenance for R-22 Rooftop System and Fuel Oil Furnace

This one-year fixed-price contract is for the preventative maintenance and repair of a rooftop R-22 system and fuel oil furnace with hydronic and air heating at the MDOT SHA District 2 Office in Chestertown, Maryland. The scope is limited to the front building of the parcel and excludes the back building and maintenance yard. Services include quarterly preventative maintenance in January and July, seasonal services in April and October, and potential coil cleanings during other months. The contract is an open-ended, on-call agreement covering both emergency and non-emergency work, requiring the contractor to provide all labor, materials, and transportation. Award will be granted to the responsive and responsible vendor with the lowest total bid price. Minimum qualifications include an HVACR Master Unrestricted Contractor license, five years of commercial experience, and the ability to provide 24-hour emergency service. The contractor must provide at least two licensed employees, one of whom must hold a universal or Type 2 and Type 3 EPA Section 608 certification. All refrigerant recovery equipment must be AHRI/UL certified. Financial terms strictly prohibit down payments, travel time, mileage, fuel surcharges, and subcontracting. A maximum markup of 10% is allowed on parts. Payment is issued after work is performed and a commercial invoice is submitted; invoices under $5,000 may be paid via credit card if no fees are charged.
