DABS Full Inventory Count

The State of Utah Division of Purchasing, through the Department of Alcoholic Beverage Services, is soliciting bids under IFB LD26-11 for Inventory Services with a one-year purchase order term. The contract will be awarded to the lowest cost responsive and responsible vendor, with pricing guaranteed for the entire contract period. The scope of work requires vendors to achieve and maintain specific GovRAMP compliance milestones—Core within 12 months, Ready within 18 months, and Authorized within 24 months—while providing Continuous Monitoring access to the Utah Division of Technology Services within two weeks of contract award. All data must reside exclusively in state-managed cloud environments, and vendor-hosted solutions are prohibited without express approval. Vendors must comply with stringent security and regulatory standards including FedRAMP, CJIS, HIPAA, DTS 5000-0002, and state procurement code provisions. Background checks may be required for personnel with access to state systems or sensitive data, and no work may commence until a fully executed purchase order is issued. Special requirements include mandatory certification that the vendor is not engaged in any international economic boycotts, particularly against Israel, as mandated by Utah law, and that no products or services originate from restricted foreign entities or forced labor. Vendor-submitted terms and conditions are void; only state standard terms apply. All submissions must be made via the U3P portal by May 19, 2026, and must include an Attachment C Cost Proposal Sheet along with referenced attachments PA-590 through PA-602, which list individual liquor outlets across Utah where inventory services will be performed. Claims of business confidentiality must be accompanied by both redacted and non-redacted versions of all submissions, and pricing information is considered public. No contract value is specified, and the solicitation does not require UEI, CAGE codes, or socioeconomic certifications. Performance locations span multiple sites throughout Utah, and inspection and acceptance will occur at designated state-owned facilities. The contract may be amended to include participation by other state agencies if scope alignment is maintained.
