DATA BRIDGE SOFTWARE MAINTENANCE

The Department of Veterans Affairs, through the VISN 7 Network Contracting Office, is conducting a sources sought notice for software maintenance services related to the DataBridge Suite used across its medical centers in VISN 7. This action is for market research purposes only and does not constitute a solicitation or binding contract; no awards will be made from this notice. The intent is to establish a base-plus-four-option-year firm-fixed-price contract with a potential six-month extension, covering software maintenance, bug fixes, upgrades, 24x7 customer support, troubleshooting, and repairs for the Vista-integrated DataBridge Suite. Services must be delivered at VISN 7 facilities or remotely from contractor locations, including sites in Georgia, Alabama, and South Carolina. Performance standards are stringent, requiring 99% system uptime, response times under one hour for urgent requests and under two hours for high-priority issues, software updates within 60 days of vendor release, proactive monitoring with 95% uptime, and continuous availability of a dedicated technical contact during business hours and emergencies. All work must comply with manufacturer specifications and VA security policies, including adherence to FISMA, NIST, HIPAA, and VA Directive 6300. Contractors must use FIPS 140-2 validated encryption for VA sensitive data, complete an annual Contractor Security Control Assessment, and are liable for liquidated damages in the event of a data breach involving sensitive personal information. Invoicing is required monthly in arrears via OB-10, with detailed submissions including CLINs, quantities, and totals, validated by the Contracting Officer’s Representative. The COR will oversee performance, verify deliverables, and approve invoices but has no authority to modify contract scope. Responses must include company details, SAM.gov Unique Entity ID, business size, capability statement, and relevant experience narrative, and must be submitted by June 19, 2026, via email to the designated point of contact.
