RFI - FEMA - Supply Chain Management System (SCMS)
Solicitation # 70FA3127I00000001
The Department of Homeland Security, through FEMA's Logistics Management Directorate, is conducting market research via a Request for Information to identify cloud-based Software-as-a-Service solutions for the transition, implementation, operation, maintenance, and modernization of the Supply Chain Management System. The system is designed to support disaster logistics operations, including warehouse and transportation operations, inventory management, in-transit visibility, point-of-distribution support, and financial reconciliation. The scope encompasses recurring SaaS licensing, cybersecurity and system authorization support, and optional surge capacity to handle disaster-response requirements. Technical requirements include FedRAMP High certification, compliance with DHS Enterprise Architecture, and adherence to Section 508 accessibility standards. The anticipated period of performance consists of one 12-month base period with four 12-month option periods. While most work will be performed at the contractor's site, some activities may occur at FEMA Headquarters in Washington, D.C., or facilities in Virginia. This RFI is for planning purposes and is not a formal solicitation; however, interested parties must submit a narrative response, a Vendor Streamlined Profile Matrix, and a Targeted Market Research Questionnaire by January 4, 2027. Respondents are required to provide a non-binding Rough Order of Magnitude cost estimate and disclose any potential organizational conflicts of interest. All submissions must be unclassified and follow specific formatting and submission guidelines via email.

This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID), of the National Institutes of Health (NIH), Epidemiology Unit, intends to negotiate on an other than full and open basis with Kaiser Foundation Hospitals, Center for Health and Research Hawaii, to procure limited data set looking at specific racial/ethnic subgroups identified in previous research predicting population disease patterns for nontuberculous mycobacterial pulmonary disease (NTM PD). Kaiser Permanente Hawaii (KPH) is an integrated health care management organization, with linked demographic, clinical, and microbiologic data for their beneficiaries. They serve approximately one-third of the population of Hawaii, providing a wealth of data on a large portion of the population there, with 373,168 beneficiaries during the period 2005-2013. Thus, the KPH data is unique in representing a population that is high risk due to both environmental factors and racial\ethnic subgroups for nontuberculous mycobacterial pulmonary disease (NTM PD). The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered by email (subject line to reference NOI-RML-D-1973540) to Dana Monroe at contact@example.gov, by 5:00 pm eastern standard time Friday, June 21, 2019. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
