AI Contract Overview
The contract entails the complete replacement of the existing Siemens fire alarm system at the David Skaggs Research Center in Boulder, Colorado, as the current system no longer complies with GSA facility standards or building codes. Originally installed in 1999 and partially upgraded in 2008, the fire alarm system has become obsolete due to discontinued manufacturer support for key components, resulting in higher maintenance costs and increased risk of system failure. The project will include the design and installation of a new digital-addressable fire alarm and emergency voice communication system, incorporating all necessary wiring, devices, control equipment, and accessories to ensure a fully operational setup. Additionally, new digital addressable elevator smoke detection control panels will be installed for each elevator machine room, integrated with the main fire alarm system for monitoring. The scope also covers the implementation of a bi-directional amplifier two-way radio communications enhancement system and a two-way communication system, aimed at improving the critical communication infrastructure within the building. The replacement may be phased, contingent upon GSA approval of demolition and construction plans. Once the new system is accepted, the contractor is responsible for demolishing the existing fire alarm system. This procurement is a total small business set-aside under NAICS code 238210, managed by the General Services Administration’s PBS Project Delivery West - Branch A office, with a response deadline set for June 11, 2026.

Full Description
The existing Siemens fire alarm system does not meet current GSA facility standard or building code requirements. The existing fire alarm system was originally installed as a Siemens MXLV multiplex addressable fire alarm system in 1999. In 2008 a renovation of the fire alarm system added dual channel voice circuits and programming, and replaced all existing notification appliances with new synchronized strobe appliances, to include strobes and speaker strobes. New synchronization modules were added to accomplish this. Currently the manufacturer no longer supports field initiating devices and notification appliances, and spare parts are becoming less frequently available resulting in higher maintenance and repair costs to the government. A new fire alarm and emergency voice communication system will ensure operational integrity of the building fire alarm system, improve long-term maintenance capabilities, and avoid costly building disruptions if the existing fire alarm system experiences failures. This project includes the design and installation of a new and complete network digital-addressable fire alarm system and emergency voice alarm communication system, a new bi-directional amplifier two-way radio communications enhancement system, and a new two-way communication system. The system shall include all wiring, raceways, pull boxes, terminal cabinets, outlet and mounting boxes, control equipment, alarm and supervisory signal initiating devices, alarm notification appliances, and all other accessories and miscellaneous items required for complete operational systems even though each item is not specifically mentioned or described. The fire alarm installation shall also include the installation of new digital addressable elevator smoke detection control panels which are monitored by the base building fire alarm system via alarm, supervisory, and trouble signal contacts. A new elevator smoke detection control panel shall be provided for each elevator machine room. Fire alarm replacement may be phased, however DB phasing plans must be reviewed and acceptable to GSA authority having jurisdiction. Upon acceptance of the new fire alarm system the contractor shall be responsible for demolition of the
