DB10--VA Long Beach Real Time Location System - Asst Tracking

The Department of Veterans Affairs is seeking a Service-Disabled Veteran-Owned Small Business to implement and manage a Real-Time Location System (RTLS) at the Long Beach Healthcare System in California, with work to be performed on-site at 5901 E 7th St., Long Beach, CA 90822. The contract will cover the full lifecycle of the RTLS including installation, configuration, integration with existing PIV/SSOi and AMES/MERS platforms, system administration, battery and hardware replacement, spare inventory management, staff training, and ongoing maintenance over a 12-month period. The system must achieve 100% clinical-grade location accuracy and maintain Wi-Fi-based tracking within 10 meters 90% of the time, with all labeling complying with UL 969 standards and specific cable, faceplate, and backbone tagging requirements. The solicitation is issued as a combined solicitation with a strict limitation of 35 pages, must be submitted electronically by 12:00 p.m. Pacific time on April 24, 2026, to the designated email, and must be in PDF format not exceeding 10MB. The award will be made using the Lowest Price Technically Acceptable (LPTA) method, where offerors must first demonstrate full compliance with all salient characteristics before the contract is awarded to the lowest-priced acceptable offer. Key deliverables include the System Administration Dashboard, Acceptance and Performance Test Plans and Reports, Training Materials, and detailed location accuracy reports in MS Excel. Contractor personnel must be equipped with VA-issued badges under HSPD-12, undergo background checks, complete mandatory training via the VA’s Training Management System, and provide proof of OEM certification for Centrak and Infor LBI equipment. The contract requires one dedicated Contract Implementation Manager and a standby backup, who must be distinct from the system administrator. The solicitation includes provisions for a one-time extension of up to six months under the optional clause 52.217-8, as well as strict compliance with security requirements for IT systems under VA-specific clauses 852.239-70, -73, and -74, and mandatory whistleblower protections under 52.203-17.
