The California Department of Cannabis Control (DCC) Information Technology Services Division is seeking to acquire a Cannabis Law Enforcement Activity Tracking System (CLEATS) solution to track investigations into commercial cannabis activity for the Law Enforcement Division (LED).  The LED is the law enforcement arm of the DCC. LED conducts criminal investigations into illegal commercial cannabis activity and works with local, state, and federal partners in combatting the unlicensed cannabis market in California. These efforts protect public safety and the environment while mitigating the illegal cannabis market. LED focuses its criminal investigations on large-scale operators and criminal enterprises engaging in unlicensed distribution, manufacturing, retail, and indoor cultivation while supporting local and state law enforcement partners with outdoor unlicensed cultivations and other illegal commercial cannabis operators in their respective jurisdictions. The objectives of LEDs work are to protect public safety, address environmental harm, and make it more expensive to operate in the illegal cannabis market.  To support these efforts a new law enforcement case activity tracking database is needed to track the workload associated with the activities it conducts, consumer complaints, investigative activities, reporting, as well as other oversight and administrative tasks.

Cannabis Integration System (CSI) - DCC
Solicitation # RFP 2026-001
The California Department of Cannabis Control (DCC) is soliciting proposals under RFP 2026-001 for a Cannabis Integration System (CSI). The project aims to consolidate two separate Accela platform instances—the Cannabis Licensing, Enforcement, and Reporting (CLEaR) system and the Cultivation Licensing System (CLS)—into a single, unified SaaS solution. This integration is intended to centralize the database for all cannabis activities, including licensure, compliance, and enforcement for retailers, distributors, laboratories, transporters, microbusinesses, event organizers, and cultivators, thereby improving operational efficiency and data-driven decision-making. The project will be executed using an incremental Agile Scrum approach divided into two phases. Phase 1 involves the configuration, development, and migration of one legacy system, while Phase 2 covers the remaining system to achieve full integration. The base contract term is three and a half years, with a project phase of two and a half years and options for two additional one-year extensions for maintenance and operations, totaling a maximum term of five and a half years. All work must be performed remotely within the continental United States, with no offshore work permitted. Award selection is based on a value-effective methodology, with technical and administrative factors weighted at 60 percent and cost at 40 percent. Bidders must meet mandatory requirements, including FedRAMP moderate or higher certification for cloud solutions and specific educational and professional qualifications for key project management staff. Full System Acceptance is contingent upon a 45-day stability period following the implementation of all functional and non-functional requirements. Proposals must be submitted in two volumes by the deadline, with pricing detailed in a specific cost workbook covering base deliverables, licensing, and ongoing maintenance.
