This document supports the modification of Defense Counterintelligence and Security Agency (DCSA) task order HS002118F0007 on indefinite-delivery/indefinite-quantity (IDIQ) contract HS002118D0001 to provide Consultation, Facilitation, Leadership Alignment and Strategic Collaboration (ConFLASC) Support Services to DCSA's Industrial Security Field Operations (IO) for four months (08/04/2002-12/03/2022) and add two one-month option periods (12/04/2022-01/03/2023 and 01/04/2023-02/03/2023). Extension of this task order will prevent an imminent lapse in performance due to a post-award protest filed with the Government Accountability Office on 07/11/2022, which resulted in a stay of performance under DCSA task order HS002122F0040, awarded on 06/30/2022. This task order provides ConFLASC Support Services to the DCSA IO, which supports the agency's mission to protect classified information and materials in the hands of cleared industry by ensuring compliance with the National Industrial Security Program Operating Manual and Executive Order 12829. Additionally, IO works in partnership with facility security officers and industry representatives to ensure the protection of classified information released under contractual obligations or research and development efforts. In order to continue to perform this mission in an evolving and increasingly complex environment, IO must continuously review, analyze, and update processes, procedures, organizational structure, and methods. The DCSA IO continues to develop and implement initiatives that will drive consistency, improve performance, and provide for a more effective and efficient workforce.

DCSA INNOVATION GATEWAY
Solicitation # HS0021-26-CSO-DCSA
The Defense Counterintelligence and Security Agency (DCSA) Innovation Gateway, solicitation HS0021-26-CSO-DCSA, is a commercially focused initiative designed to partner with creative companies to solve critical mission challenges through prototype projects. Operating as a general announcement from June 23, 2026, through June 22, 2031, the program focuses on four primary technical priorities: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. Awards are issued as Other Transaction Agreements (OTA) in accordance with 10 U.S.C. 4022, requiring participants to be nontraditional defense contractors, small businesses, or provide significant cost-sharing. The procurement process is driven by separate Innovation Calls published via Sam.gov, and the government will only review proposals submitted in response to these specific calls. Interested parties must submit a Solution Concept Paper using the mandatory template, which is evaluated based on problem understanding, proposed concept and vision, and technical approach. The selection process consists of three phases: evaluation of concept papers, an optional full project proposal or demonstration, and collaborative negotiation for the final award. To be eligible, vendors must maintain active registration in the System for Award Management (SAM) and the Procurement Integrated Enterprise Environment (PIEE), possess any required security clearances specified in the call, and mitigate any organizational conflicts of interest.
