Contracted Hearing Officer
Solicitation # 2026-RFP-0534
The City of Pasadena's Rent Stabilization Department is soliciting proposals for a Contracted Hearing Officer under solicitation 2026-RFP-0534 to support the Senior Hearing Officer in managing administrative hearings. The primary objective is to expand the department's capacity to handle petitions related to rent stabilization, eviction protections, and habitability violations in accordance with the Pasadena Fair and Equitable Housing Charter Amendment. The selected provider will be responsible for coordinating schedules, reviewing case documentation, conducting settlement and pre-hearing conferences, and presiding over informal hearings to make determinations of fact and law. A key deliverable is the production of written determinations that include findings of fact, conclusions of law, and final decisions based on legal research. Qualified providers must possess at least four years of experience with local or state landlord-tenant laws. The contract is for an initial one-year term, with hearings conducted either in-person at City facilities or virtually via platforms like Zoom and Microsoft Teams. Availability is required during regular business hours, with occasional evening sessions. The selection process is based on a competitive evaluation of technical capability and experience, with a five-point preference available for certified California small or micro-businesses and local Pasadena businesses. Proposals must be submitted electronically via the City's eProcurement portal by December 7, 2026, and must include a technical proposal, a lump-sum price proposal, and a statement of qualifications.

Full Description

The purpose of this RFP is to solicit proposals for a project to identify, develop, implement, and expand innovative strategies to enhance access to and improve the quality of legal representation for parents, children, and kinship caregivers involved in, or at risk of involvement with, Ohio’s child welfare system. On December 21, 2018, the U.S. Department of Health and Human Services’ Children’s Bureau revised the Child Welfare Policy Manual, allowing state Title IV-E agencies to receive federal reimbursement for administrative costs associated with providing independent legal representation. This policy applies to legal representation for children who are candidates for Title IV-E foster care or are currently in foster care, as well as their parents. Additionally, the policy covers representation for tribal members, kinship caregivers, and related administrative costs, including those for paralegals, investigators, and support staff.Under this policy, federal reimbursement is provided based on a state’s proportion of foster children eligible for Title IV-E, rather than covering all associated costs.
