DDO Laminated Sign Panel Replacement Various Routes Project

Caltrans District 12 is executing the DDO Laminated Sign Panel Replacement Various Routes Project under Director's Orders Force Account to address the failure of nine laminated sign panels on Routes 5, 22, 55, 91, and 241 in Orange County. The project is necessitated by the use of inappropriate adhesives that cause the panels to debond and delaminate. The scope includes the replacement of two panels on sign structures and seven roadway signs on two-wood posts along shoulder areas. Specifically, at SR-22 PM 3.33, the contractor will replace two wooden signposts using hand tools, resulting in a localized dirt disturbance of 2 feet by 2 feet by 6 feet deep. All work will be performed at night within the state right-of-way, with sign fabrication and equipment staging occurring offsite. The project is subject to the 2024 Caltrans Standard Specifications, with a particular emphasis on Section 13 Water Pollution Control. Environmental compliance is managed through a Notice of Exemption under CEQA Class 1(d) and a NEPA Categorical Exclusion, as the work involves the rehabilitation of deteriorated structures to meet safety standards without requiring land acquisitions or the removal of vegetation and guardrails. Contractors must adhere to the Caltrans Storm Water Quality Handbooks, the Statewide NPDES Permit, and all applicable State and Regional Water Quality Control Board regulations.
