Suppliers must meet specific qualifications for each category, including expertise in higher-education payment portals, digital identity credential access, and Title IV banking for student refunds. Evaluation factors include qualifications and capacity, solution architecture and integration, and implementation and transition strategies. Top-scoring suppliers may be invited to provide demonstrations of their solutions. Mandatory submission requirements include a cost worksheet, a cyber security risk questionnaire, eVerify affidavits, and tax compliance forms.
