Performance will take place primarily at the Pentagon and contractor-provided sites, with a requirement for direct, on-site engagement between developers and government analysts. The proposed system should be ready for deployment by September 2027, with the contractor providing at least 12 months of on-site sustainment following transition. If the new system is not ready by the deadline, the contractor must be able to sustain the legacy BIRD system on-site.
