North America is not the only known manufacturer/distributor for this item, but they are the only contractor that is supporting this item on a Readiness Program contract. Z-Medica, LLC is another manufacturer, however they do not possess a Medical Readiness Contract which eliminates them as a competitor. The use of this authority is necessary due to the fact that North American Rescue is the only known manufacturer within the Medical Readiness Program of Combat Gauze Hemostatic-XL. North American Rescue has this item available and can meet the current needs of the Government. The Combat Gauze is a fast-acting gauze for wound care dressing that stops blood flow, it's immobile and non-allergenic. This gauze can be used for several size and shape wounds. The Combat Gauze is designed for the needs of combat and tactical medical personnel. The Contracting Officer determined North American Rescue's price of $99.00 each to be fair and reasonable based upon a favorable comparison with North American Rescue's catalog price of $105.99 each. North American Rescue's catalog unit price is 3.6% higher than North American Rescue's Distribution and Pricing Agreement (DAPA) price. This acquisition represents the best value to the Government consistent with FAR 16.505(b) (2)(i)(B) and will result in the lowest overall cost alternative to meet the Government's needs.
