AI Contract Overview

Federal Prison Industries, also known as UNICOR, intends to award a sole source contract to Deltek Inc. for the procurement of GovWin IQ, a cloud-based software platform and technical support service. The total price for this acquisition is 48,654.00 dollars. This software is essential for UNICOR to perform data analysis and generate sales leads for federal government service and product production contracts, as well as private sector opportunities. By utilizing this tool, UNICOR aims to meet its sales and profit performance goals, supporting its broader mission of remaining self-funding while providing work opportunities and education to adults in federal custody. The decision to sole source this requirement under FAR 13.106-1(b)(1)(i) is based on the determination that Deltek Inc. is the only reasonably available source, as the GovWin IQ software is patented and exclusive to the company. While UNICOR previously accessed this software as a component of Salesforce, the agency has determined that acquiring it as a standalone product is the most effective approach. This action was initiated by Supervisory Contracting Officer Aaron Mitchell under solicitation number 1450028556, with the place of performance located in Herndon, Virginia.

The software that is currently licensed by Deltek named GovWin IQ. Will enable Federal Prison Industries (UNICOR) to access data related to future federal government service / product production contracts and private sector business opportunities that Federal Prison Industries would be eligible to compete for as a product/ services source. Federal Prison Industries had previously sourced the use of GovWin software as a component part of SalesForce software in a prior acquisition. It is also noted that the GovWin software is patented and exclusive to Deltek. The software will also assist Federal Prison Industries mission requirements of being fully self-supporting and self-funding via sales of its goods and services.
