The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under California Code of Regulations, Title 22, Division 4.5, Chapter 20 prepared an Addendum to a previously certified Environmental Impact Report (EIR) for Temporary Authorization to operate a contractor-owned, rental three-phase centrifuge separation and pumping system to facilitate the removal of tank inventory associated with the closure of Tank 55001 for DeMenno-Kerdoon, dba World Oil Recycling (DK). DTSC prepared an Addendum pursuant to a previously certified 2001 EIR (State Clearinghouse Number 1995031067) to evaluate activities associated with the Temporary Authorization request. The Temporary Authorization will permit DK to use a centrifuge and pumping system to cleanout Tank 55001 inventory and complete tank closure activities in accordance with the Partial Closure Plan for Tank 55001. A skid-mounted thermal oxidizer will be utilized to collect and destroy any hazardous air pollutants (HAPs), volatile organic compounds (VOCs), and odors. There will be no physical modifications to the facility, ground disturbance, no construction, or operational changes for the proposed Temporary Authorization other than those proposed. DK is located at 2000 North Alameda Street in Compton, California 90222. Background: DK is a hazardous waste storage, treatment, and transfer facility and used oil recycling facility located within Los Angeles County. The hazardous waste accepted at the facility is received from sources such as spill cleanups, service stations, oil change businesses, community recycling, and used oil collection centers. Hazardous waste is accepted in containers/drums, such as 55-gallon drums and roll-off bins, and in bulk from tanker trucks or vacuum trucks. Bulk hazardous wastes received in tanker trucks or vacuum trucks are unloaded in the following designated unloading/loading areas, referred to as racks. The racks consist of pumps, hoses, filters (strainers), and piping for unloading bulk loads of hazardous waste to permitted/authorized units. The pumps are equipped with basket strainers on their suctions side to remove large solids. The facility mainly conducts storage and treatment of used oil, waste oil, oily water, and used antifreeze, and storage and treatment, including blending, of hazardous waste (Resource Conservation and Recovery Act (RCRA) Fuel) for shipment to an authorized off-site disposal facility. DK was issued an Interim Status Document (ISD) in August 1983 by the California Department of Health Services (predecessor to DTSC). The facility was issued their first Permit by DTSC on July 6, 2001. The Permit was renewed by DTSC and made effective on January 17, 2017, and had an expiration date of July 1, 2003. DTSC circulated an EIR (State Clearinghouse Number 1995031067) for public comment in September of 2000 and filed a Notice of Determination (State Clearinghouse Number 1995031067) in July of 2001 for issuance of the initial Permit. The Temporary Authorization pursuant to Title 22, California Code of Regulations (CCR), section 66270.42(e), will authorize DK to temporarily operate a contractor-owned, rental three-phase centrifuge separation and pumping system to facilitate the removal of tank inventory associated with the closure of Tank 55001 and not to exceed 180 days. Assembly of equipment includes a trailer mounted centrifuge, a mobile day tank (flat bottom, ski-mounted), flexible pipe connections to three tank nozzle mounted stingers, three trailer mounted pumps, one railer mounted generator, one skidmounted thermal oxidizer, and one roll-off bin for solids waste disposal. There is no construction or ground disturbance proposed by DK. The Temporary Authorization will authorize DK to facilitate timely implementation of closure or corrective action activities for Tank 55001. All other operating activities of the facility will continue as previously approved. This Temporary Authorization does not include any construction, ground disturbing activities, or other physical or operational changes other than those proposed, and all previous Permit requirements will remain in effect. This Temporary Authorization will not result in any new or substantially more severe significant impacts on the environment.
