Demolition and Refurbishment of DOW at the Annex

The U.S. Embassy Riyadh, under the Department of State, is soliciting quotations for the demolition and refurbishment of the DOW at the Annex in Riyadh, Saudi Arabia, under solicitation number 19SA7026Q0010. This is a firm, fixed-price contract requiring the contractor to furnish all labor, materials, equipment, and services necessary to decommission the existing kitchen range hood and associated systems, perform selective demolition, civil refinishing, electrical and plumbing upgrades, floor repairs, and complete mudding and repainting. The work must comply with the National Electrical Code, local safety regulations, and manufacturer installation instructions, with all equipment being new, UL-listed or CE-marked where applicable. The contractor must submit a detailed technical proposal including a guarantee of strict conformance to site conditions, a two-year written warranty covering workmanship and equipment, a bar chart performance schedule to minimize disruption, a mobilization and demobilization plan for material handling and disposal, and a letter of guarantee attesting to available equipment, tools, PPE, and ability to meet deadlines. All submissions must be in English and include the SF-18, Section A pricing, Section L representations and certifications, additional items from Section J, and proof of active SAM registration with the UEI number. A pre-proposal conference is scheduled for June 17, 2026, at the Annex in Riyadh, with advance registration required by June 14. The contract is not a small business set-aside, and award will be made to the lowest-priced, acceptable, and responsible offeror without discussions unless necessary. The government will not adjust the contract price for material, labor, currency, or estimation variances. The contractor must provide performance and payment bonds within ten days of award, include DBA insurance premiums in pricing, and submit a DBA certificate within fifteen days post-award.
