Demolition, Removal, and Remediation

The Contractor is required to perform demolition, removal, and remediation services at the GFL VOR facility in Glens Falls, New York, under a firm-fixed-price contract with a period of performance from August 10, 2026, to September 30, 2026. The scope includes abating approximately 850 square feet of asbestos-containing floor tiles and mastic, 2,100 square feet of asbestos-containing roofing, and two presumed asbestos-containing fire doors, as well as removing a lead-paint-containing TACAN antenna and support pole. The contractor must demolish a 36 ft. x 36 ft. equipment building and its attached radome, remove all associated foundations, site improvements including shelters, fencing, wooden power poles, electrical equipment, underground wiring and piping, and restore the site by excavating foundations to at least 1.5 feet below grade, backfilling with suitable material, and spreading a uniform 0.5-foot layer of fill over disturbed areas. The work must comply with all applicable federal, state, and local regulations, adhering to the most stringent requirement where conflicts exist. The contractor must submit a draft Demolition, Removal, and Restoration Work Plan within 10 business days after a kickoff meeting, which must detail technical methods, schedules, waste characterization sampling protocols, disposal facility identification, required permits, a Site Safety and Health Plan, and a Risk Management Plan. After a five-day government review period, the contractor must address feedback and submit a final work plan within five business days. All permits must be obtained by the contractor and appended to the final plan, and site close-out documentation is required. The contractor must possess required certifications for asbestos abatement and other specialized work, and all proposal submissions must include a completed SF-1449, a two-page technical narrative demonstrating competence, and a detailed firm-fixed-price breakdown covering labor, equipment, laboratory analysis, trucking, disposal, surveys, and permits, all submitted via email to roland.regan@dot.gov no later than August 4, 2026. The award will be made on a best-value basis, selecting the offeror with the lowest price among those submitting an acceptable technical proposal.
