AI Contract Overview
The Defense Enclave Services (DES) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract, identified as HC104722D0002, serves as the exclusive vehicle for consolidating and migrating Common Use Information Technology services for the Department of Defense’s Fourth Estate agencies and Combatant Commands onto the Department of Defense Network (DoDNet), spanning both the Non-classified Internet Protocol Router Network (NIPRNet) and Secure Internet Protocol Router Network (SIPRNet). Directed by a Deputy Secretary of Defense memorandum in 2019 and further reinforced by a Department of War CIO directive in 2026, this initiative mandates the transition of all unclassified and classified IT services from legacy systems to a standardized, single-service-provider environment by the end of Fiscal Year 2028. The contract, awarded on a sole-source basis to Leidos Corporation under FAR 6.102(d)(1), leverages the incumbent’s unique institutional knowledge, proven success in migrating over 40,000 users, and deep familiarity with DoDNet architecture to avoid unacceptable delays, operational disruptions, and steep learning curves associated with any alternative vendor. The total estimated ceiling value of the contract is $11,504,145,490.57, supporting firm-fixed-price, labor-hour, and cost-reimbursable task orders across all Combatant Commands and Fourth Estate agencies. Performance is centralized under the Defense Information Systems Agency in Fort Meade, Maryland, with execution occurring nationwide across DoD networks, and the primary deliverable is the complete migration of essential IT functions—including network access, endpoint management, cyber security, file storage, virtual desktops, and IT service management—to DoDNet. Upon successful migration, operational control and sustainment responsibilities will transition fully to the Government, with no formal packaging, marking, or inspection protocols specified beyond functional alignment with DoDNet standards and zero-trust cybersecurity principles. The contracting officer, Jonathan R. Chattler, oversees the effort, supported by technical leads from DISA’s DoDNet Program Services and Business Management team, while no formal contracting officer representative or contract technical representative is designated. The procurement relies entirely on non-competitive justification due to time sensitivity and the irreplaceable expertise of the incumbent, with no evaluation weights, adjectival ratings, or trade-off analysis applied.

Full Description
The DES ID/IQ contract is the enabling contract vehicle for DISA’s consolidation of Common Use Information Technology (IT) and services for the Non-classified Internet Protocol Router Network (NIPRNet) and Secure Internet Protocol Router Network (SIPRNet) domains for the Department of Defense’s Fourth Estate (DoD 4th Estate) agencies. This centralization effort was directed by Deputy Secretary of Defense (DEPSECDEF) memorandum, dated 15 August 2019, entitled “Fourth Estate Network Optimization Execution Guidance”, in which the DEPSECDEF granted DISA the authority to direct the transition of each Defense Agency and Field Activities (DAFA) from disparate, legacy Common Use IT services and assets into a single service provider (SSP) environment. DISA’s Common Use IT network is known as Department of Defense (DoD) Network (DoDNet). Design, planning, and execution of migrations from legacy IT networks to the DoDNet occurs exclusively under the DES ID/IQ contract.
Expanding upon the Fourth Estate Network Optimization initiative, the Department of War (DoW) Chief Information Officer (CIO) issued a memorandum, dated 22 May 2026, (CIO000196-36), titled “Combatant Command (CCMD) Network Optimization Execution Guidance,” attached hereto, which provides, “DISA will execute migrations for all unclassified (NIPR) and classified (SIPR) Common Use Information Technology (IT) across Fiscal Years (FY) 2027 through 2028.”
Based on the short timeframe to complete migrations of CCMDs to DoDNet by the end of FY2028, the DES ID/IQ is the only viable contracting alternative. Upon completion of migration, the preponderance of operations and sustainment activities will be transitioned to the Government.
