The Department of War Education Activity (DoWEA), Pacific Region, has a requirement for mobile devices and associated cellular services in support of DoWEA schools and operations throughout Guam.


The Contractor shall provide smartphones, cellular service plans, activated SIM cards, warranty and replacement support, shipping, and administrative device management capabilities. The requirement includes twenty (20) smartphones with associated voice, text, and data services, as well as fifteen (15) activated SIM cards with voice and SMS text messaging services for use with Government-provided 2024 Nokia 225 4G devices.


Cellular services shall provide reliable coverage throughout Guam and support school administration, facilities, transportation personnel, field operations, and emergency communications. The Contractor shall also provide device activation, warranty and replacement services, administrative management capabilities, and other associated support in accordance with the Performance Work Statement (PWS).


The Government intends to award a Firm-Fixed-Price contract as a result of this solicitation.
