AI Contract Overview
The Department of War is seeking to establish an integrated pharmacy benefits program for the Military Health System through a solicitation that invites industry quotations for pharmaceutical agents within specified drug classes to be included in the Uniform Formulary (UF). This is pursuant to legal requirements that ensure the DoW Pharmacy and Therapeutics (P&T) Committee evaluates both the clinical and cost effectiveness of agents before recommending their classification on the UF, which impacts cost sharing categories such as generic, formulary, Basic Core Formulary, Extended Core Formulary, or non-formulary. The solicitation, identified by number HT9402-26-Q-9303 and posted on June 8, 2026, provides instructions, deadlines, and contact information for submission of quotes and clinical responses. The Defense Health Agency may award Blanket Purchase Agreements and Additional Discount Program Agreements based on the committee’s UF decisions, supporting an efficient pharmaceutical procurement and benefit structure for military healthcare. The upcoming P&T Committee meeting in August 2026 will review several newly approved drugs, including Bysanti (antipsychotic agents), Idvynso (antiretroviral combinations), Nereus (antiemetic-antivertigo agents), and Zolymbus (glaucoma agents). Interested parties must participate in a pre-quotation teleconference scheduled for June 10, 2026, and submit clinical responses by the specified deadline of June 29, 2026. The solicitation is managed by the Defense Health Agency’s office in Aurora, Colorado, with the primary points of contact being Julia Trang and Stephanie Erpelding. This program ensures a systematic approach to pharmaceutical purchasing within the Military Health System to promote cost efficiency while maintaining clinical effectiveness.

Full Description
The Department of War (DoW) is required by law (10 U.S.C. § 1074g) to establish an effective, efficient, integrated pharmacy benefits program for the Military Health System (MHS) which includes the purchase pharmaceutical agents. The law and implementing regulation (32 CFR Section 199.21) describe the process by which the DoW Pharmacy and Therapeutics (P&T) Committee will consider the relative clinical effectiveness and relative cost effectiveness of pharmaceutical agents in a therapeutic class in recommending the selection of agents for the DoW Uniform Formulary (UF) and, for cost sharing purposes, the classification of a pharmaceutical agent as generic, formulary, Basic Core Formulary (BCF), Extended Core Formulary (ECF), or non-formulary (NF). Prior to the scheduled P&T Committee meeting, a Request for Quotation (RFQ) for pharmaceutical agents within Drug Classes identified for placement on the UF has been issued to obtain quotes from industry. The Defense Health Agency may award Uniform Formulary Blanket Purchase Agreements (UF BPA) and the Uniform Formulary Additional Discount Program Agreements (UF ADP) based on the UF decision. This process is described in the attached RFQ.
