Full Description

Pursuant to the California Environmental Quality Act (CEQA), a review of the above referenced project has been done and has been determined to be statutorily exempt from CEQA under State CEQA Guidelines Section 15262 (Feasibility and Planning Studies) and Section 15276 (Transportation Improvement and Congestion Management Programs) and the Riverside County Rules to Implement CEQA. The Desert Edge Mobility Plan involves feasibility and planning studies for possible future actions which the County Board of Supervisors has not approved, adopted or funded. This Plan does not impose any requirements on others or the County, but is to provide information and serve as guidance for any possible future transportation improvements to the transportation network and infrastructure in the Desert Edge areas of the Northern Coachella Valley region. Such transportation improvements have been considered and evaluated in the County of Riverside's Environmental Impact Report No. 521 for its General Plan Amendment No. 960 which was certified by adoption of Resolution No. 2015-259 on December 8, 2015, M.O. 3-54 by the Riverside County Board of Supervisors. The Plan was reviewed to ensure consistency of the County's General Plan, adopted Specific Plans within this region and other regional plans as further described in the Plan. In addition, the Plan involves a regional transportation improvement program that describes possible transportation network and mobility options to improve the safety, access and circulation for pedestrians and bicyclists in the Northern Coachella Valley region. This proposed Plan does not commit funding or approve any implementing mobility options; but merely adopts a pedestrian and bicycle transportation plan to aid in efforts to achieve the goals described in the Plan.
