Design and Construction Services for the Redevelopment Project for the Embassy of Canada to Ethiopia, in Addis Ababa

The Government of Canada, through the Department of Foreign Affairs, Trade and Development, is seeking qualified Design-Builder Contractors or Consortiums to deliver comprehensive design and construction services for the redevelopment of the Embassy of Canada in Addis Ababa, Ethiopia. This project will be executed under a Design-Build model, requiring the selected contractor to assume full single-point responsibility for all stages of the project including detailed design based on an existing Design Development Package, preparation of all construction documentation, acquisition of local permits and approvals, procurement of labor and materials, construction execution, commissioning, and post-construction services. All work must be performed in compliance with Canadian standards and local Ethiopian regulations. Interested parties must first respond to an Invitation to Qualify, and only those meeting the pre-qualification criteria established by DFATD will be invited to submit a formal proposal during the subsequent Request for Proposal phase. The solicitation is open as of July 30, 2026, with responses due no later than August 26, 2026, and all submissions must be directed to the Contracting Authority, Meagan Leclair, at realproperty-contracts@international.gc.ca. The project is classified as a federal solicitation with no set-aside provisions, and performance will take place exclusively in Addis Ababa, Ethiopia.
