THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract in accordance with (IAW) Federal Acquisition Regulations (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Department of Energy, National Nuclear Security Administration (NNSA) Office of Acquisition Management intends to award a modification as a sole source award to Northstar Federal Services (formally Randolph Construction Services), 116 West Bonneville, Pasco WA 99301-5331, a large business, to provide Design, Integration, Construction, Communication, and Engineering (DICCE) services under existing Multiple Award Contract (MAC) # DE-AM52-08NA28443, in support of the NNSA's Office of Nuclear Smuggling Detection and Deterrence (NSDD) Program activities worldwide. The proposed modification will raise the cumulative MAC ceiling from $700 Million to $790 Million, an increase of $90 Million, and will extend the Period of Performance (POP) from June 5, 2015 to September 30, 2015. The Government has determined through evaluations that in order to prevent disruption and delays to the already identified scope on contract, NSDD must increase the DICCE MAC ceiling and extend the POP. This ceiling increase and POP extension will ensure that the remainder of the work in countries already awarded under the DICCE MAC # DE-AM52-08NA28443 can be completed. The North American Industry Classification System Code for the procurement is 237990. This announcement constitutes the only notice; a written solicitation will not be issued. Interested persons may identify their interest and capability to perform by responding to this notice by the specified closing date below. Responses must include company name, Capability Statement, company address, POC name, telephone number, fax number, county, CAGE Code, DUNS number, NAICS code, applicable business size, and Tax ID number. If no acceptable responses are received, NNSA will proceed with the sole source award as prescribed above. ALL QUESTIONS AND COMMUNICATIONS MUST BE CONDUCTED VIA E-MAIL to Maria D. Vasquez @ contact@example.gov no later than 4:00 P.M., Mountain Time, February 27, 2015. THERE WILL BE NO RESPONSE TO TELEPHONE REQUESTS FOR INFORMATION AND/OR QUESTIONS.
